Tax laws: how they really get passed (and squashed)

D. Michael Murray is the founding partner of the original firm of Murray, Scheer, Montgomery established in 1969, currently retired. As a senior partner he provided Legislative Counsel to domestic and international clients. These clients were in both the public and private sectors.  Mr. Murray is experienced in managing legislation from drafting to enactment in the areas of tax, trade, transportation, banking, and communications. He maintained close working relations with the Department of Transportation, Department of Commerce, Department of Defense, Department of Treasury, U.S. Customs Service, FDIC, Comptroller General, and the United States Trade Representative. Mr. Murray maintained close relationships with the Embassy of the Russian Federation and its Trade Mission. He also served as an advisor to William Daley and helped develop the Clinton Administration's lobbying strategy for obtaining ratification of the North American Free Trade Agreement (NAFTA).
